Reservoir House

I don’t know what to call this little building. I assume it houses machinery to manage the reservoir because it doesn’t look like anything made for people to spend extended amounts of time in. I wonder why it sits inside the reservoir? Maybe it has something to do with the fountain next to it? Also, where do the steps leading into the reservoir go? The Seattle Parks website doesn’t say anything about it other than that the reservoir was built in 1901.
